yes, this coin was cleaned with a steel wool, the country is Algeria and it's a copper coin.

Somehow it looks a bit too round to be of the Roman era. Maybe a replica or souvenir coin?
 

It looks home made...with a high brass content, if not all brass. It all looks a bit too cartoonish and contrived... Could be completely wrong but Im going with tourist souvenir also...cleaned with steel wool...also a sign that its known to have no value

The reverse of your coin (and the reason I said it looks Roman) can be seen on the reverse side of this Diocletian (284-305 AD) coin.
The center image is that of Victory over a globe.
