Need help identifying button

Dug this button today, sorry for the bad picture I can get a better one if you need.
It has an anchor on it so I'm assuming navy? But if anybody knows what this is please let me know.

It resembles a Merchant Marine button but is not an exact match for the one in "Albert's" button book. Please post a better picture of the front and back along with a size reference.
