need help please... strange hook!

went detecting for a while today and dug a few whatsits. can't figure what this would have been used for.
any suggestions?

It's a heel eye. Used in farming in the horse and mule days. The heel is the small loop. A chain would be inserted in the loop and then the loop was hammered closed giving you a chain with a loop (eye) to use on plows, single trees, etc. Tony

Yep,as Tony said.I see you also have a rein guide there also.These were on a saddle like deal that were on the horse closest to the wagon,to keep the reins to the horse in the front up.
