I am inclined to lean the way Matt is going, have seen that around tractor's and such, worked hauling corn silage and looks like some of the parts on that type of equipment.

ahaa..finally one i know..i have found two of them..they are used to tie down house trailers..mobile homes..did you find this where a trailer once was?
