Need help

My girlfriend found this the other day. Thought it was a pin but not sure. And can anyone identify what the marks are. Its about an inch and a half long. Thanks in advance

My best guess is a woman’s hat pin or brooch, but I don’t see wear the pin would have attached unless it is wear the metal is missing behind the plate. Still very nice find.

No .. not really .. probably the marks of the jeweler who made it, but I can't really make them well enough to try to research it.

It looks like the signature is preceded with the copyright symbol. Maybe try doing a pencil and paper rubbing over it.
