Need ID stats on this coin

Need expert ID on this Mexico coin. I assume it's a one ounce silver (or what), but it doesn't say 1-peso. Would it be considered as silver bullion just like our ASE's. It's very heavy (forgot to gram weigh it).

I found one of those in a junk foreign bin years ago, paid 20 cents for it.
Sold it to a guy about 8 yrs ago for 30 bucks.
I bought it back from him last year for 15.
