Not certain, and sure someone will correct me, but id say it’s not a functional buckle. Based on the “strength” of build the pictures present I’d say it was decorative…..maybe a hat buckle?

I’m the village idiot when it comes to this stuff, but as soon as I saw it I thought about those buckles on an Amish hat.

WHat about a piece of cloth going through it for some kind of decoration. It looks kind of flimsy for a buckle
