they would put a 25' buffer (50' in riparian) on each side of all waterways and require a county permit above the HWL
the environmentalist wanted to add this using the land use request for an aggregate mine to close all waterways,
the aggregate mine and the gold mine are two different things, lots of gold miners showed up and set them straight.
