One of the guys over on the Performance Years Forum found this so I thought I would post it over here and see if any of you guys could ID it. It is about 4' long.

Looks like the handle for a pipe tap. The die goes in the round end and you cut new threads.

Not a pipe tap tool.... A tie down for a dog chain.
It would be driven down into the ground and attached to the doggies chain.

I'm confident its a ratchet wrench, but need more info
