Looks like the handle for a pipe tap. The die goes in the round end and you cut new threads.

Not a pipe tap tool.... A tie down for a dog chain.
It would be driven down into the ground and attached to the doggies chain.
?

need to see the lever, the hole opening, any markings?
need measurements, is it aluminum?
I'm confident its a ratchet wrench, but need more info
Breaker bar ratchet? Railroad wrench?
