NON DUG ITEM...Need help I.D.

Hello everybody,
I had these in the military section since 10/21/12 with no reply so i thought i could get an answer here in"WHAT IS IT"
Obviously they are berets one wool and one felt like material...Any help will be greatly appreciated,HH ALL!!!

personal regiment insignia is my guess. some regiments made their own patch designs like the pic on the right
