Would anyone be able to tell me if this happened during mint or after? A deep ridge is around the entire quarter. At first I thought the quarter was stuck inside a ring. Quarters from the mint have reeded edges. Had your raised edge coin also had a reeded edge, it would be a coin error called 'finning'; an attributable error recognized by PCGS and ANACS among others. But your coin does not have a reeded edge strongly suggesting PMD, as others above have mentioned.
