Horse harness buckle. Girth/Belt band strap is as good as any. Not that old.
It's cast rather than forged, I'd guess brass alloy and 3" like below.

I agree on the buckle but still not sure of the metal. The middle spoke looks like iron and is magnetic. The rest of the buckle is not magnetic and looks maybe like zinc alloy? There is not a lot of rust, some of the metal is flaking off in the deteriorated spots, looks like there was a top coat that is still shiny in spots and grey/blue underneath.
