✅ SOLVED Odd ball of the day help ID medieval bow tie? :)

Pulled this up today and before I mess it up trying to clean the junk on the top thought I would see if anyone might know what it is ? Kind of bow tie shaped , word Stif at bottom, a very fancy number 2 , what looks like no. 8 and some other letters at the top
The lower section cleaned up east but the upper section not so much
