Odd rare collar disk

Ihave a u.s. collar disk with the letters PR stamped with the state of NY seal in the center. Any ideas as to what the PR stands for? Pioneer Regiment, Photo Reporter, Public Relations? Yes it's a screwback.

I think that is the seal for the City of New York, not the state.

So it's not military? Any idea on it's age?

I couldn't find anything on that pin. I'm interested in it as well. I'm not done yet.

Thanks. I'll keep trying myself. Maybe the NYC Police museum can help or perhaps the Police Reserve which I found a web site for and they state they have been around for 85 yrs. I e-mailed them both but still waiting for a response.(nycpra.org)
