Based on my limited knowledge I would say no, not really. 1.2 billion 1989p's were minted. I don't think the off-center strike on it coupled with it's condition amount to much. But don't take my word for it. I'm a nub at this stuff.

That is what is more commonly called a misaligned die strike.
 

A minor off-center strike and a misaligned die (MAD) is very similar looking errors ~ the difference? An off-center is struck out of collar, and a MAD is struck in collar but one of the dies is off center. A true off center strike will have no reading, . . . . or in the case of cents and nickels there will be no formed edge.
