Old beach old stuff

i went down to an old beach 3 minutes from my home. i had to take advantage of a -0.2 low tide. i did not find any good yella stuff but i did find some interesting things. I think the bullet is from the civil war. the spoon is a Hop a long cassidy. The car i have no idea and this little buckle which i thought was interesting but need some help. On the back at the 9 oclock position it has an american army star at the 12 oclock position it has what looks like the letter S at the 3 oclock position it has the letter M and at the 6 oclock position it says co. Any Guesses?

The buckle looks like a strap clinch...sorry...that's not much help.
