The button is a U.S. Navy pattern which was introduced sometime around 1850 and remained in use until 1941. Many varieties exist: eagle looking left or right, different styles of wings and anchors, etc. Here a few examples:

Must stand for something else— or at least it's not an award of the original Girls Athletic Association (GAA), which was established in 1920, and in 1937 changed its name to the Women's Athletic Association (WAA).
