It should have some identifying marks on it. It looks like much of what was made in America with silver plate flatware. lm thinking it may have been made within the late 19th century through the first quarter of the 20th century. One of the most popular makers during these times is William Roger's Silverware, which made many different patterns you might be able to identify once you reveal the marks.
