You might check in Eric Sloane's book, "Early American Tools". He shows a good number of hammer heads of various types and sizes. A roofing hatchet is a very good possiblity. It's got a curious stop on the axe side, like part of it is broken away. Does that appear to be broken, or purpose-built? Datewise, I was thinking early 1800s, from similar examples.
