Old Lamp Dial - Oh how times used to be

Found this old lamp dial the other day. I wasn't sure at first what it was but it was quickly ID'd by a Facebook friend. These were used to control the strength of the flame inside the lamp.

Anyway, from what I can tell, it reads (not confident ones in red):

Outside Circle: CRYSTAL LIGHT PAT APR 3 1899
Inside Circle: EP131859FELI918

Nice oil lamp wick turner part. I enjoy finding those. Have a whole box full of them and many are connected to the rest of the assembly. Oil lamps were like the flashlights of the olden days!
