Old Pin, Boy Scouts??

Dug this yesterday, it has a solid bar across the back like a buckle not a pin. It's a little bigger than a quarter and not sure what metal it's made out of. Reminds me of something for the Boy scouts but it doesn't have an Eagle. Any Ideas?
