Old scale weight?

Found this today next to an old stone house. Thought fishing weight at first. Then I wiped it off and there isn't any brass ring for line. It has an enamel or some sort of glaze on it that's coming off.

It could still be a fishing weight with the loop missing. What does it weigh?

1.5 oz. there are no signs of any line attachment loops. Plus the thing is glazed? Don't think it's fishing related.
