This carved stone was in a rock collection I purchased over the summer. Might be from Washington Stated. Any ideas as to age or origin?

i really believe that what you have is a turist trap artifact , reason is i notice on the lines on the wing and tail have (overcuts),if carved by hand this would have been continued as to correct their mistake, i agree a dremmel ,drill type tool was utilized, which if anyone has used them could see how this is easy to do. overcuts like this implys (haste massproduction).
