"Base metal" just means it's not one of the "precious metals" such as silver, gold, or platinum. Copper, brass, and stainless steel are base metals commonly used in jewelry. Some base metals are alloys made to resemble silver or gold— for example, "German silver," which actually contains no silver at all. Of course, base metals can also be plated with precious metals.
