First impression is someone messed around with it in shop class?
No clue really.... interesting.
 

That is a mark that is made by a vending machine. As it takes the coin down into the collection box, the coin gets turned in the process. Many time that process cuts into the coin, hence, the circular marks on the coin. It was pretty common in the early days of vending machines.

why is the reverse center raised higher than the portico?? -- that is the main mystery:dontknow:
 

I would say the center is not raised, the surrounding area is scraped down. Notice the scrape marks around the circle, particularly to the left.
