Looks like a piece of a Clock pendulum to me. Even has the adjustment Knob/screw

Pendulum from a large fancy, probably English clock. You're holding it upside down.

The design instantly reminded me of the "Rose" or "Catherine" windows (sometimes called wheel windows) I have seen on Gothic style cathedrals here in Europe (Google "Rose Window"). That is a very beautiful design on your find...certainly something to show off! Almost forgot, I agree with the clock pendulum "diagnosis" too!
