My guess would be sundial, I noticed the numbers on the edge, but I don't recognize anything pocket watch related. Also it is too small for a standard size pocket watch...
Wish I knew more about sundials, and your cool piece

Sorry, but it is definitely not from a (pocket-size) sundial... because sundial numerals/numbers are not evenly spaced around the dial, nor do sundial numerals/numbers form a complete circle around the dial. See the sundial photo below.

Similar discs with numbers have turned up in this forum and been identified as a Post Office box's combination-lock dial. But your mystery-object, having Roman Numerals (rather than numbers) arranged in complete circle, would seem to be timepiece related... perhaps from an early wristwatch, or a ladies' pendant (necklace) clock.

Thx. I've found loads of pocket watches in various states. It looks like the size of small pocket watches I've found before. The innards are typically very thin and toasty and the outer frame is what I usually find somewhat intact. This piece just feels much sturdier than an internal layer of a pocket watch. This felt and looked initially like a token, but is probably a watch piece. Maybe one of those layered mechanical style? The edge of this internal piece is reeded which is also unusual. Thx for your help!

since the edge is reeded, I tend to believe it is part of a dial system from a lock

Not sundial, agree above. Not skeletonize dial either. Nothing I have ever seen in a watch not even back to the 1600's I have to agree with Jewel guy It looks to be a lock mechanism face. Right down to the large shaft hole in the middle (A watch or clock this size would have a much smaller hole)
