Solved- FYI - This is a victorian era finger bowl. The pattern is known as daisy and buttons. Finger bowls were used for formal meal settings to rinse your hands between courses. Popularity of the finger bowl declined around WWI when people were encouraged to not live in excess. (That didn't last!)
