Used to get them when you checked your shoes at a bowling alley...came with a safety pin.

True. Could indeed be a personal property check as used at a gym, pool, bowling alley, skating rink, etc.

Another possibility (less likely, I think) is that it's a work check— basically the same as a tool check, but handed in at the beginning of a shift or assignment, and reclaimed when the shift ends or the task is done.

Also called "brassing in/out" as we used to do at the chemical plants before scanners and card readers. We would throw them into a box as we entered the gate for our shift. Upon leaving we would tell the checker which tag was ours. Penny-sized would have been easy for us to lose so they were the size of a half or silver dollar. Interesting find nonetheless.

I've seen things like that on the key chains to bus and train station, and amusement park lockers.
