Please help identify find

Found along back fence of where an old homesite once stood. Don’t know if it is new or old. Can’t figure out what the white tip is made of. The hook swivels. Any insight is greatly appreciated!

Looks like a door stop with a latch to keep the door open. They would have an eye hook on the door to secure the latch to it.
