Could also be a bone awl used for weaving cane or rush seats of chairs...I have one thats almost identical.

If it's a bone awl, not sure if there is a standard size...mine happens to be about 1/4 X 3/4 X 6 inches...

One end is usually bent upwards about 1/4 to 1/2 inch...has a flat cross-section..

Not sure of the dimensions of a bull roarer...Looks like they can be almost any size...although they appear to have an odd diamond shaped cross-section...

Probably providing a cross section would help in the identification...

Why isn't swampwalker responding to his replies on this?
The more I look at this item, the more it looks like it might be modern
The black debossing looks a little to clean and crisp to old
Also, the hole should show some wear if it was used for threading
Just my opinion

First there is a hole only if this tool is used to repair a net...if used for weaving rush seats, no hole is employed.

As to the lack of response, if you would note, many intriguing finds recently posted are by 1st timers who are reluctant to provide followup responses.

In agreement with Mojjax. The art on this looks Australian Aboriginal and the shape is correct.

Just curious,
Due to the air of responces to this post, and many in the past, I'm curious .....
Not sure if this is the proper forum for this question
What is your knee jerk reaction, your first quick thought to a first time poster that presents a very curious and sometime extra ordinary item to this post?
Maybe this question warrents a new post ?
Just curious, I'm amazed by the negative and positive replies to new posters

That is what is called a " Fid" used for repairing fish nets........NGE
