Since the base hole is threaded, it obviously screwed onto something, and the thru-hole probably had a ring in it. Not sure about its use, though, as it isn't big enough or substantial enough to support heavy use .. maybe an old hanging lamp finial or something of that nature...something along these lines:

Looks like the top of an old fence or railing to me , probably had a rod that ran through the hole from post to post to post ,,

I don't know, I'm looking at the way this piece is chiseled down at the bottom almost as if this could have been used as a replacement for a cork in a canteen. The hole in the bottom could have allowed for a piece of leather or a small chain to secure this to the canteen. The pic. of the top is sort of puzzling. The size and the material this piece is made from might help to expedite the I'D on this. Carved lead Minnie' Balls have been found and have been used for plugs or stoppers for canteens and are shaped similarly to your piece. Good luck.

With the cross hole in it, I don't think it is a canteen stopper, but I definitely agree the "size and the material this piece is made from might help to expedite the I'D."

the hole in the base is threaded so it screwed onto something. It is too large for a blunt arrow tip modern but that would make the hole at the top make sense. and can't be the tip of a armored shell because of the hole. I like the ring pull idea so far.

As usual, creskol is all over it - furniture hardware. It's part of a drop bail drawer or cabinet pull. I'd guess turn of the 20th C give or take a couple of decades.
