It's called a "sickle guard".

Actually, the while the guard is on it, so is half of the blade. The other half doesn't move.

Thanks guys! I had actually searched sickle mower but everything I saw had a row of triangle shaped blades. Searching "sickle guard" it comes right up. Thanks!
