possible barrel tap

Hey all- it's a 1900's dump site for the most part. Cork-type bottles (mostly broken) but found some clock gears, plated spoon, oil lamp stuff and this spigot.
Wondered if it is a barrel tap.

Seems different though. The handle only goes out in one direction
