Looks like a door latch plate to me.

Definitely not a butt plate.

It appears to be a plate to allow for the adjustment of a shelf height (perhaps in an old ice box)

Imagine the plate screwed onto a wood surface with the top of the "T" facing upward.

The shelf cleat would slide into the wide part of the "T" and then downward locking it in place.
