Possible war of 1812 or older? Flat button with eagle

Was going through a box of relics with my grandpa and found a small flat button with an eagle about the size of a dime. He doesn't know what it is so hopefully you can help.

These are listed as a "U.S. Official" button, circa 1820's-1830, and I think the Alberts classification number is UU132.
