I think the holes are vents, like the cover from a food related piece. What size is it? (I can't tell how far it is from the books in the background)

I'm not sure, but I think it is a muffin lid. The tiny holes kept the 'morning' cooked muffins from getting soggy so they could be eaten with 'afternoon' tea.
Although the one below is not shaped like yours, it still shows the holes in the lid.
