Prisoner Wall Ring?

I bought this from a local thrift store for $3. I’m not sure what it is. Maybe it’s where a chain was attached to a prison wall, a hitch for a horse, a piece of an old gate, or just a Hobby Lobby decoration. Any ideas? It is made of iron. Someone mounted it into a piece of oak. The iron piece measures about 5x6x2 inches. The whole thing weighs 6 pounds.

Interesting but not what I expected. I'm an ex-plumber & helped on a job at the state prison in Bullock County, Alabama. We kept a close eye on tools and supplies. Had a few of the brass nuts that fasten the supply tube to the faucets go missing. Turns out the prisoners would rub them on the concrete walls or floors until the sides were tapered and then wear them as rings. Once they were done they looked like real rings. When I saw the title I was expecting to see one of those....
