Neat. Try blowing through it. I think you'll find it's a novelty bird-whistle, like this one (Victorian):

Originally it would have had a short mouthpiece made of wood or reed pushed in the end. The body was usually cast in metals such as pewter, lead alloy or other "white metals".

Good I d Red Coat, thank you. It is plugged up with dirt but I have it soaking.
