I have this pair of old lights, one red, one amber, about 6" tall. The lenses are glass, and on the top says 20017 Arrow Mt. Holly NJ. The base is aluminum, and has SAE-11-68. The bulb inside is a GE 1940, which is listed as a 14 volt aircraft bulb. I emailed the Arrow Safety Device Co with the pics, but it came back as undeliverable.

Wonder if they are lights off a runway?

Maybe off a radio antenna. They look light weight, not something that could be bumped around.

Emergency vehicle lights I believe. Arrow part # 35WK-R12 seems to match.
