Really could use some help with this one

OK found this whatchamacallit at the same site the points came from. Not sure if its man made or mother nature. Very strange looking for sure. It appears that the bone looking object was purposely hand cut because the top is so smooth compare to the rest of the stone. This was found within 20 ft of where the points and flakes were found. Same area very top of a tall hill, no gullies around so I don't think it was water cut unless someone carried it to this point. One more this, the bone as I call it does make for a perfect handle and the object weighs at least 3 lbs, very heavy stone for being so small. Anyway, any suggestions, ya'll come up with some excellent ideas here. One more thing, Side View 2 is probably the best pic to show the actual color of the rock/bone if that helps.

Prehistoric midget cement shoe with intact leg bone! Really don't know looks like two bonded materials with one eroding faster.
