Really ild shotgun shell

I have no idea what this piece is. It vaguely resembles a shell because of the center divot in the top and the paper inside of it. Any idea?

Doubt it's a shot shell. Every one I've dug has a rim. This one is rounded.

Reminds me of the caps on end of speakers, your is small, could be from a tweeter?
