it looks like it had a ribbon tied to it as an award handed out maybe to rocket building competition or something like that

It looks like an award medal for model rocketry documenting the development of the rocket through the ages.

I would also guess model building award, something like this one here;

Although it is odd that is has no makers mark or other info on it at all.
