Rosette, top of stein, hair ornament?

Found this decorative piece today. I believe it to be copper or brass. It had a piece attached on the bottom side that appears to have been iron. Can anyone identify this item. I found it with a compact from 1917 and a Houbigant tin from probably 1920 or 30. Thanks for looking

Judging by the attachment remains on the back, I think it is a cord bolo.

Victorian/Edwardian flower brooch. There was probably a rhinestone in the center.
