Looks like a hydrant or hose cap that required a spanner wrench.

I don't think it's a cap of any kind... Maybe an insert from a vintage ashtray?

Have seen something like this in my travels. First thought is a cap off a pressure relief valve, the tabs for wiring the cap down, or for slot fit for the three side tabs with another plate going over top of this lid for security from blowing it off. Steam over air device I'm thinking.

What would that be on? Automobiles? Found in a gravel parking lot of a very old hotel site.
