Are you sure it doesn't refer to East Orange, New Jersey?
 
East Orange is a small city in New Jersey, it is very close to NYC. I don't know anything about your pin though, but I just thought maybe it was possible they may have had a branch of the fan club there. I read a wiki that said the Royal Rooters were disbanded in 1918.
