Why Russian? The language is German and means something like, "Chief Municipality. January 6, 1820."

Okay, thanks! I see that the site attributes it to Dorpat, which is described as, "...a town on the Embach, in Livonia, Russia, 150 m. NE. of Riga...the majority of the population is German." [http://www.fromoldbooks.org/Wood-NuttallEncyclopaedia/d/dorpat.html]
