He still had it in a paper bag. When I pulled it out, he explained to me what it was. It's used for military operations, and to coordinate within teams. All pieces are plastic except the tanks, jeeps, tankers, and assault vehicles. There are 28 metal pieces in total. As always, thank you for your comments.

Interesting, did the guy say how old the piece are?
