Sandbridge an impact area?

I hunted on Sandbridge again this morning, did pretty good with clad, including a Canadian dollar...
But what I found quite unexpected was the number of spend .50 cal bullets, fragments and shell casings, along with 5.56 cases. I also found the fuze setting ring of of some sort of artillery shell....I know what these things look like, being an Artilleryman myself, I just cant tell what type of shell it came from...
My question is WHY IS THIS STUFF ON A PUBLIC BEACH?
 

Just north of the beach is Military owned land. Navy Seals use that beach to train on. Also there is a rifle range for the National Guard just north of there also. Look on the map for Camp Pendleton SMR.
 

I found out that the fragments of spent munitions comes from offshore when they replenish the beaches...so say the locals...
 

Last year 1012 they started pumping sand in, alot was added. The shell casings aren't a strange find, find them all the time down there. Dam neck amphib base few miles north from there has no boat zone around it does live fire out at targets in the water. Shell casings and bullets slowly wash down, dredge picks them up deposits them onshore.
