Looks like jade. If it is jade, the steel blade on your pocket knife will not scratch it. The only mark on the rock would be steel coming off the knife blade.

Appears to be a blue green variety of chalcedony or it could be jadite. A visit with a local rock and mineral club would probably be best if the material is common to the area they would know.
